North Park Proposals Ranked
Boca Surf, Boca Sports and Entertainment, and KemperSports delivered the three highest-rated proposals for public-private partnerships at North Park.
Of the nine groups presenting during meetings held at Sugar Sand Park's Willow Theatre in early October, District Commissioners instructed Executive Director Briann Harms to pursue further information about the potential creation of a surf park, a field house and golf amenities.
Commissioners could ultimately approve all three projects, some of them, or none of them. Proposals do not become officially accepted until more details are settled and a contract is signed.
Boca Surf is led by Cheyne Cottrell, whose family has played a central role in the local surf scene through Island Water Sports. Nearly 100 people – many wearing gray shirts with “Boca Surf” emblazoned upon them, attended Tuesday's presentation to demonstrate their support for the project.
Along with a programmable wave pool that can handle 80 surfers at a time, Boca Surf's proposal also offers surf coaching, outdoor fitness decks, volleyball courts and traditional swimming pools that can be used for laps or swim instruction.
Local developer Malcolm Butters led the Boca Sports group which proposed a 40,000 square foot multi-use indoor/outdoor facility that will host four full-sized basketball courts, six volleyball courts, climbing walls and 4,000 square feet of indoor turf. With international soccer star Jozy Altidore part of the Boca Sports team, technology-based soccer training will be available at the field house.
KemperSports' proposal includes a par 3 short course, Himalaya-style putting green, a short game facility and a driving range.
In addition to those three proposals, Commissioners instructed Harms to gather further information from the Boys and Girls Club of Palm Beach County, whose facility proposal contained a much smaller footprint than other proposals.
Previously, the District entered a Public-Private Partnership with Boca Paddle to create an indoor pickleball and padel facility within North Park. Boca Paddle broke ground on the 19-pickleball, 6-padel court project in June of 2025 with plans of a grand opening in 2026.
In 2018 the District purchased the defunct Ocean Breeze Golf Course, which is now in the process of being converted into North Park. The District retired the bond for the North Park property a few months ago - nearly seven years before it was due – allowing for accelerated development of the west side.
Walking trails and bike trails are some of the most desirable features contained within the North Park conceptual plan.
In September North Park's Traffic Garden officially opened, offering a fun and safe way for children to learn bicycle safety.
During their Oct. 20 public meeting, Commissioners voted to give Executive Director Briann Harms authority to bring in an outside firm to audit the economic feasibility of each proposal.
